The structure of the national project «Safe and high-quality roads 2.0.» From this year, a new federal project «Modernization of passenger transport in urban agglomerations» has entered, which will allow on a new basis to update bus, trolleybus and tram parks in dozens of country cities.

Recall, in 2017, the priority project «Safe and Qualitative Roads» (BKAD) started in the country, which was renamed the National Project after the Presidential Elections 2018. However, last year it was updated, a number of new directions added to which the federal center and the name of the National Project of BKAD 2.0 will be investing.
One of these new directions was the program to co-financing public transport. For which the regions of the country were asked to send applications to the Ministry of Transport. However, it is necessary to understand that these are not simple applications: our region requires such a number of new rolling stock.
First, the funds allocated for BKAD 2.0 in 2020 were limited to the amount of 4 billion rubles. Therefore, physically all applications could not be satisfied. We will remind, the applications were received from 60 regions (104 urban agglomerations).
Since the funds allocated to update the rolling stock of all agglomerations of the country are limited, criteria were identified to determine the most prepared for the creation of an effective route network of settlements. In particular, the city should have and adopt a local law planning procedure by the local legislative assembly — a comprehensive scheme for the organization of the road traffic (CSODD) and a comprehensive transport scheme (CCC). These documents should be implemented a scientifically based route scheme of the settlement, and a number of other directions for the development of urban passenger transport have been developed. Only in the presence of such documents the regions were allowed to participate in the competition.
Further, in these documents, the network of trunk routes must be laid in the route. This is the so-called city carcass and agglomeration. These are presented the following requirements.
This route must function from 6 am to 23 pm. Movement intervals on it should be 10 minutes from the peak hours. That is, in other words, this is a regular route. The need to introduce such a thing as a trunk route was caused by the fact that often buses with a decrease in passenger traffic go to the park, and nothing to leave in the Russian cities in the evening.
Recall, last year 12 regions became winners and received federal funds for updating urban transport. These are cities like Belgorod, Yekaterinburg, Voronezh, Omsk, Lipetsk, Kazan, Cherepovets, Perm, Ivanovo, Samara, Kemerovo, Nizhny Novgorod. All received funds for the purchase of buses into lease. And Omsk and Ivanovo, in addition, and for the purchase of trolley buses.
Until the end of last year in these cities, local authorities arranged the ceremony for obtaining a new rolling stock. On the central square of the city, the new rows built a new rolling stock, and the drivers were handed over the keys to the machines in the solemn atmosphere.
However, it is worth noting that since 2021, the federal project «Modernization of passenger transport in urban agglomerations» entered the structure of the national project «Safe and high-quality roads». It is planned that by 2030, the proportion of updated passenger transport in agglomerations will be at least 30% of the total.
And today, the Ministry of Transport of the Russian Federation approved the list of urban agglomerations, in which, thanks to the National Project, the rolling stock of urban passenger transport, which is purchased into leasing under the Treaty with GTLC with a 60% discount. While the federal project does not participate in such a kind of city transport as a tram. From next year, this deficiency will be eliminated. However, already last year, when additional funds were allocated, such cities like Izhevsk and Ulyanovsk were able to purchase tram wagons.
The fact that the list of agglomerations appear in the list again, which last year participated and became winners. This means that regions that submitted applications do not fall under the entire set of requirements for participation in this federal project, in particular, in a number of cities have not yet been compiled for transport planning documents.
